Background
The Air Force Life Cycle Management Center (AFLCMC) is responsible for managing the Multiple Award Construction Contract (MACC) at Wright-Patterson AFB, OH. The agency's mission includes ensuring the continuity of critical construction and maintenance services necessary to support over 110 tenant organizations on base, many of which directly support the warfighter.

This justification outlines the need for a Period of Performance (PoP) extension and ceiling increase to maintain uninterrupted services while a follow-on competitive MACC IDIQ procurement is completed.

Work Details
The contract encompasses a broad range of services including design-bid-build construction, design/build construction, maintenance, additions, alterations, sustainment, energy efficiency improvements, infrastructure repair, and demolition work on real property at Wright-Patterson AFB.

The scope requires providing all management, labor, materials, equipment, and supervision to accomplish multiple concurrent projects across various facilities such as research and development centers, hospitals, secure areas, airfields, flight lines, infrastructure projects, and administrative buildings.

The extension will ensure that ongoing and emergent requirements are met without interruption by the twelve incumbent MACC contractors: PCI - Megen Joint Venture (JV) LLC; CPM - AWA LLC; Peak Runge Company JV; John Cecil Construction LLC; Nisou LGC JV LLC; CAM Management LLC; Pontiac Drywall Systems Inc.; OAC Action Construction; Butt Construction Company, Inc.; A&H - Ambica JV LLC; Pinnacle Construction; and Dawn Construction, Inc.

Period of Performance
The initial one-year period will commence on May 1, 2026 and run through April 30, 2027. There are also two six-month option periods that may be exercised if necessary.
