Background
The Macaroni program seeks to develop electrically-small receivers and transmitters that significantly exceed the state of the art (SoA). The program aims to achieve this by developing technology with Government Purpose Rights at a minimum. The solicitation also emphasizes the importance of intellectual property claims and their impact on the use of technology developed under the program.

Work Details
The Statement of Work (SOW) requires proposers to clearly define technical tasks/subtasks, their durations, dependencies, and deliverables. It should include a detailed technical rationale, approach, and plan for accomplishing technical goals. Additionally, proposers are required to provide schedules, measurable milestones, results and technology transfer plans, risk analysis and mitigation plans, comparison with other ongoing research, proposer accomplishments, national security impact statement, facilities and equipment description, teaming arrangements, security management architecture/approach, and a brief bibliography of relevant technical papers and research notes.
