The Government will evaluate quotes by first ranking all quotes by price and demonstrated past performance. It will then evaluate the lowest-priced quote for technical acceptability. If the lowest-priced quote is technically acceptable and submitted by a responsible quoter, an award will be made without evaluating other quotes. Past Performance must be demonstrated by providing previous award numbers with the quote.

Interested parties are responsible for monitoring this site for any amendments to the solicitation. All interested and responsible small businesses shall submit a quote, which shall be considered by the agency. Please download the attached solicitation documents for full details and instructions.

Background
The Massachusetts Army National Guard is seeking contractor support for the Homeland Response Force (HRF) Supported Collective Training Exercise (SCTE). - providing moulage/clothing;
- supplying weighted manikins with clothing;
- delivering simulants;
- preparing a lumber package;
- offering real-world medical support with two ambulances; and
- resetting the Structural Collapse Venue Site (SCVS) at Joint Base Cape Cod, MA.

The contractor must implement cost-saving measures throughout the contract duration without compromising mission capability. The SCTE aims to create realistic training conditions that challenge participants with probable real-world situations.

This opportunity appears to have a closely related prior contract, W9124325PA006, awarded to CS & Poe Corporation for $235,432 (07/29/25–11/07/25). That prior effort included contractor support for SYCTE/EXEVAL events with Structural Collapse Venue Site (SCVS) support, medical support, management of contractor role players, and provision of moulage and weighted manikins—activities that align closely with the current PWS requirements to manage role players, provide moulage/clothing and weighted manikins, deliver simulants/lumber package, provide real-world medical support (two ambulances), and reset the SCVS at Joint Base Cape Cod.
