Background
This acquisition is for the Marine Corps Business Operations Optimization Team (MCBOOT) Support Services, specifically Phase IV Sustainment Support Services. The goal is to provide necessary support to the Deputy Commandant Programs and Resources (DC P&R) Resources Fiscal Division (RFD) in optimizing business operations and ensuring compliance with the Risk Management Internal Control (RMIC) Program.

The contract aims to enhance audit readiness and improve internal controls through modern technology and industry best practices.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for MCBOOT Phase IV Sustainment Support Services. Key tasks include:
1. Sustainment and enhancement of the Managers Internal Controls Reporting and Remediation (MICRR), Financial Management Evaluations and Assessments (FMEA), and Appointment and Authorization (A&A) suite of applications.
2. Implement Agile Software Development methodologies including Scrum processes.
3. Conduct business process analysis to identify risks and inefficiencies.
4. Validate the transportability of automated business processes across various environments.
5. Facilitate communication between government business process managers and MCBOOT to ensure timely requirement submissions.
6. Provide routine maintenance with minor improvements in functionality as needed.

Period of Performance
The anticipated period of performance includes multiple phases spanning from November 2024 through November 2029, with specific periods defined at the Contract Line Item Number (CLIN) level.

Place of Performance
The work will primarily be performed at the Contractor’s facility unless travel is required to a United States Government Facility.
