Description

The Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Program Manager for Soldier Lethality (PM-SL) and the Combat Capabilities Development Command Armaments Center (DEVCOM AC) is seeking potential sources to supply various commercial M60 machine gun configurations, conversion kits, associated accessories and spare parts, and training. Specific firearm systems of interest include M60E4 and M60E6 machine guns. Conversion kits are kits designed to convert other M60 variant machine guns to either M60E4 or M60E6 configuration. Accessories include items to be used in conjunction with the listed models (e.g. slings, tools) that are not firearms or components of a firearm. Spare parts include replacement barrels and other repair/replacement parts for above listed models. These weapons, kits, accessories and spare parts are commercially supplied and no US Government TDP will be provided.

The following specifications for each M60 variant system are detailed below:

Description of M60E4

For the purposes of this sources sought notice, the M60E4 is defined as follows:

One (1) M60E4 machine gun with SHORT PRIMARY Stellite lined barrel
One (1) sling
One (1) SHORT SPARE barrel* (per machine gun), Stellite lined
*NOTE: the M60E4 spare barrel does not include a bipod as the bipod is receiver mounted
One (1) carrying case for barrel assembly and equipment
One (1) extractor for ruptured cartridge case
One (1) M60 combo wrench, screwdriver, and reamer

The M60 is an air-cooled, gas-operated, belt-fed machine gun capable of being fired handheld or from various mounts and is primarily used for ground operations. It is chambered in 7.62NATO and feeds from belts of disintegrating M13 links. The M60 uses a quick change barrel and fires from the open bolt. The receiver is constructed of formed and welded sheet metal with steel inserts. It was adopted by the US military in the 1950's and the design was updated during its lifecycle until the system was replaced from service as an infantry general purpose machine gun in the 1980's and 1990's.

The M60E4 is similar to what has been adopted as the Mk43 Mod 0 in the 1990's. It incorporates improvements over previous M60 versions that include improvements to internal components, thick-walled barrel, a new polymer handguard and grip, and a redesigned gas system. The ammunition hanger has been moved from the feed tray and is now mounted on the receiver. Also significant (but not unique) to the E4 variant is that the folding bipod is attached to the gas system of the receiver assembly and not the barrel assembly as in the original M60 design and the barrel has a carrying handle to facilitate barrel changes. The front sight is adjustable for windage. The E4 utilizes an ambidextrous safety and has universal sling attachments. The flash hider can be either the earlier duck bill style or the later bird cage style. The E4 has a redesigned top cover with various changes. The top cover is equipped with an integral Picatinny rail for the purpose of mounting optics and accessories. Another update is the ability to load the weapon with the bolt closed (the original version could only be loaded with the bolt locked to the rear). The feed cam and feed pawl have been redesigned (along with the cartridge stop in the feed mechanism) to provide greater belt pull capability.

The M60E4 can also be configured to match the Mk43 Mod 1 which includes multiple MIL-STD 1913 rails for attaching optics and accessories.

For the purposes of this sources sought notice, the M60E6 is defined as follows:

The M60E6 is a further improvement over the E4 design. It has improvements to the gas system such as a reversible gas piston that is designed to reduce the likelihood of incorrect assembly (which would stop the automatic function of the weapon) and removal of the need for a lock wire to fix the cap to the gas system. The top cover is machined forged aluminum and includes a rail on the top surface for attaching optics. The handguard is also aluminum and includes railed surfaces at the 3, 6, and 9 o'clock positions. Plastic molded rail protectors are included. The front sight on the barrel is adjustable allowing for individual zeroing of each barrel (main and spare). The buttstock design has been changed to include ergonomic enhancements and the material has been upgraded. The backplate has been improved for durability and is easily replaced for improved maintainability.

The M60E6 can be configured with either a push button or an ambidextrous safety lever. A longer length heavy fluted barrel is available as an option.

In responding to this Sources Sought Notice, respondents should provide the following information:

A detailed description of your capability to deliver firearms, accessories, spare parts, and training for all above listed M60 variant firearm systems. Details should include technical descriptions of the available firearms, accessories, and spare parts. Respondents should also provide a detailed description of available conversion kits to convert other variants of M60 machine guns to either M60E4 or M60E6 configuration. Details should include a list and technical description of parts contained in the kit as well as any modifications required to the host firearm during conversion. Respondents should also provide a detailed description of available training to include operation and maintenance. Details should include a description of the respondent's ability to provide this training at either CONUS or OCONUS locations as well as a detailed description of the contents of each training class offered.

A detailed description of your ability to comply with Item Unique Identification (IUID) machine-readable information (MRI) requirements as described in MIL-STD-130, Identification Marking of U.S. Military Property and Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.211-7003. Provide any available data related to testing performed to ensure compliance with MIL-STD-130 specifically as it relates to permanency and legibility. Direct identification marking of the serialized receiver (e.g. by laser) capable of withstanding the intended life cycle should be addressed. If another method is described, that description should include an explanation of the method's relative merits and why it is the equivalent or superior.

Describe your maximum deliverable quantity of all the above M60 systems and conversion kits within 60 days and within each of the following quantity ranges:

1 - 20
21 - 100
101 - 500

Interested companies capable of meeting the requirements described above are invited to indicate their interest by providing the Government a brief summary of its company's capabilities, including a description of its ability to meet the above-mentioned IUID MRI requirement and delivery requirements.

All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.
