U.S. Customs and Border Protection (CBP) currently utilizes M4/AR platform rifles for duty and training use. CBP intends to solicit an Indefinite Delivery / Indefinite Quantity (IDIQ) Contract to augment and/or replace existing in-service, reserve, and training rifles, as well as supply parts to maintain its current inventory. This contract may be designated as available to other Federal Government Agencies for use.

The Law Enforcement Safety and Compliance Directorate (LESC), Harpers Ferry, WV, on behalf of Operations Support (OS), U.S. Customs and Border Protection (CBP), is assessing the firearms industry's ability to provide CBP with suitable part platforms which meet the agency's preliminarily identified requirements.

This announcement constitutes an official Request for Information (RFI). This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, U.S. Customs and Border Protection is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the beta.SAM.gov website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

Background
U.S. Customs and Border Protection (CBP) is seeking to augment and/or replace existing in-service, reserve, and training rifles, specifically M4/AR platform rifles used for duty and training.

The Law Enforcement Safety and Compliance Directorate (LESC) in Harpers Ferry, WV, is assessing the firearms industry's capability to provide suitable platforms that meet CBP's requirements. This solicitation serves as a Request for Information (RFI) for market research purposes only and does not constitute a commitment to contract or a request for proposals.

Work Details
The contract will involve the delivery of M4/AR platform rifles chambered in 5.56x45mm NATO, along with parts necessary for maintaining the current inventory. Specific inquiries include:
1. Normal lead-time for delivery of 5.56x45 mm NATO M4/AR platforms and/or parts once an order is received.
2. Ability to meet all requirements in the draft Statement of Work (SOW).
3. Interest in providing an ambidextrous magazine release that does not interfere with normal operation.
4. Capability to manufacture or source a personal defense weapon (PDW) chambered in 5.56x45 NATO, including specifications.
5. Availability of specialty coatings for bolt carrier groups to reduce friction and extend life.
6. Provision of a dedicated suppressed upper receiver with an affixed suppressor.
7. Any concerns regarding the requirements set forth in the draft SOW.
