M4/M4A1 Carbines

The following is a combined Synopsis of Award Notice and Justification and Approval (J&A) Posting:

On 16 May 2024, the Army Contracting Command New Jersey (ACC-NJ) located at 9 Phipps Road, Picatinny Arsenal, New Jersey 07806 awarded a sole source contract Modification to The Colt's Manufacturing Company, Inc. of West Hartford, Connecticut. This modification was executed in accordance with CAO-24-0096, for which the redacted justification is being publicly disclosed simultaneously with this notice. Modification P00004 to Contract W15QKN-19-D-0116 was issued to increase the total contract ceiling amount by $57,216,428.00. Ordering Period 5 pricing remains unchanged. The Period of Performance remains unchanged through 18 September 2024. The Product Service Code is 1005. National Stock Numbers (NSNs) are 1005-01-382-0953 for the M4A1 Carbine Rifle and 1005-01-231-0973 for the M4 Carbine Rifle. No Contract Line-Item Numbers (CLINs) have been modified as part of this change.

This notice is not a request for competitive proposals. Any responses received within fifteen days after the date of publication will be reviewed by the Government. A determination by the Government not to open the requirement to competition based upon responses to this award notice is solely within the discretion of the Government. Responses must be received no later than 5:00pm ET on 15 June 2024.
