Background
The Department of Veterans Affairs (VA) is seeking to provide off-site employee parking services for the VA San Diego Healthcare System (VASDHS). The goal of this contract is to ensure that employees, veterans, patients, and visitors have access to adequate parking facilities near the VA Medical Center located at 3350 La Jolla Village Drive, San Diego, CA. This initiative aims to enhance accessibility and convenience for all users of the healthcare system.

Work Details
The contractor shall furnish qualified personnel, materials, maintenance, security, and supervision necessary to provide off-site parking services. Key requirements include:
- Providing a dedicated parking facility within 5 miles of the Medical Center for 600 vehicles without height or weight restrictions.
- Offering shuttle service between the contractor's facility and the VAMC.
- Staffing requirements include an on-site manager from 7:00 AM to 3:00 PM on weekdays, a Valet Concierge from 5:00 AM to 5:00 PM, and sufficient valet attendants to ensure cars are delivered within 5 minutes of request.
- Valet services must be provided with no customer waiting more than five minutes for vehicle retrieval.
- Core hours of operation are from 5:00 AM to 8:00 PM on weekdays with 24/7 accessibility by staff.
- The contractor must accommodate up to 89 government-owned vehicles with specific size requirements and ensure these vehicles are parked in a secure area distinct from general parking.

Period of Performance
The contract will have a base year from November 1, 2025, to October 31, 2026, with four additional option years extending through October 31, 2030.
