Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06/05-26-2022. The associated North American Industrial Classification System (NAICS) code for this procurement is 812930 with a small business size standard of $47M. The Network Contracting Office 7 is seeking Valet Parking Services for the William Jennings Bryan Dorn VA Medical Center in Columbia, South Carolina. All questions regarding this RFQ must be in writing and may be sent by e mail to Monica.Reed@va.gov. Questions must be received no later than December 19, 2024 at 12:00 PM ET. No further questions will be accepted after that date and time. You are reminded that representatives from your company SHALL NOT contact any VA Medical Center employees to discuss this RFQ during this RFQ process. All questions and concerns regarding this RFQ shall be directed to the Contracting Officer (CO).
Background
The Department of Veterans Affairs, specifically the Network Contracting Office 7, is seeking to procure Valet Parking Services for the William Jennings Bryan Dorn VA Medical Center located in Columbia, South Carolina. This facility serves approximately 56,116 patients annually and aims to alleviate severe parking issues experienced at the center.

Work Details
The contractor shall provide all necessary resources to accomplish valet parking services at the WJB Dorn VAMC. Key tasks include:
1. Utilizing both valet and high-density assisted parking to meet facility needs.
2. Staffing valet operations adequately during peak hours (8:00 A.M. – 2:00 P.M., Monday through Friday) to manage an average of 150-200 vehicles.
3. Providing trained attendants for handicapped vehicles and ensuring designated loading/unloading areas are maintained.
4. Greeting patrons, inspecting vehicles for prior damage, and securely parking vehicles within a maximum of fifteen (15) minutes upon request.
5. Installing approved signage and providing uniforms for all personnel.
6. Maintaining a log of daily parked vehicles and submitting monthly patient satisfaction surveys to the COTR by the 10th of each month.
7. Attending a pre-work orientation meeting to discuss operational protocols including fire safety and medical emergencies.

Period of Performance
The contract will have a Base Year from February 1, 2025, to January 31, 2026, with four one-year option periods extending through January 31, 2030.
