Description

The Department of Veterans Affairs, NCO 21, intends to award a sole source firm fixed price contract to Cummins Inc., because we believe they are the only company authorized and trained on Cummins Onan branded power generators. We believe there are no authorized third parties that can provide this service for Emergency Power Supply System (EPSS) Load Test. A draft Statement of Work (SOW) is attached. If you believe that your company is capable and authorized to perform these services in accordance with the SOW, please provide your information and capability statement along with an authorization letter from Cummins Inc., Inc., by responding to angela.gerlitzki1@va.gov no later than August 3, 2026, by 10 am PST. The applicable NAICS Code is 541380 and the size standard is $19 Million. This notice of intent is not a request for competitive quotes. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
Background

This decision is based on the belief that Cummins Inc. is the only company authorized and trained to service Cummins Onan branded power generators, with no authorized third parties available for this task.

The goal of this contract is to ensure the reliability and operational readiness of the facility's emergency power systems.

Work Details
The contractor will perform a Tri-Annual (36-Month) Emergency Power Supply System (EPSS) test at the Las Vegas VA Medical Center, which includes:
1. **Test Planning and Coordination**: Coordinate with VA Engineering Service, facility leadership, and local utility power company; ensure all testing minimizes risk to patients and staff; verify EPSS readiness prior to testing; deliver and stage required equipment 24-72 hours before testing.
2. **Utility Power Interruption**: Create a total loss of normal utility power by coordinating with the utility provider to open the main service disconnect.
3. **EPSS Response Verification**: Document automatic starting of emergency generators, operation of Automatic Transfer Switches (ATS), restoration of power within 10 seconds to critical branches, and stable generator operation.
4. **Four-Hour Continuous Load Test**: Operate EPSS for a minimum of four hours under load meeting at least 30% of generator capacity; monitor performance parameters including load (kW).
5. **Compliance with Standards**: All work must comply with VHA Directive 1028, NFPA 110, NFPA 99, and The Joint Commission standards.
