M172A2 25 Ton Semitrailer Low Bed   4

Army Contracting Command Detroit Arsenal (ACC-DTA) intends to award a Federal Acquisition Regulation (FAR) based follow-on production contract for M172A2 25 Ton Semitrailer Low Bed (STLB) (from here on forward referred to as M172A2 trailer) under the authority of 10 U.S.C. 2371b(a)(2). The request for proposal (RFP) will be sole source to Fontaine Heavy Haul Military Products, the successful Project Agreement Holder under Detroit Arsenal Automotive Other Transaction Agreement W56HZV-16-9-0001 Project Agreement DA2-PA020A. Only prototype PAHs that have been deemed to have built a successful prototype will be afforded the opportunity to compete for the production contract award under solicitation number W56HZV20R0208, and the selection will be executed under the authority of 10 U.S.C. 2371b. As a result, the RFP is sole source to Fontaine Heavy Haul - Military Products.

This proposed solicitation and resulting contract is for the production of the M172A2 trailer in support of the Family of Heavy Tactical Vehicles (FHTV). The M172A2 trailer will transport a variety of Engineering Construction Equipment (ECE), miscellaneous equipment, disabled equipment, and construction materials for tactical use on primary roads, secondary roads, improved trails, and trails. The M172A2 trailer will be transportable by highway, rail, marine and air modes. A full Performance Specification (P-Spec) (CSPS-STLB-1.5) will be released with the RFP. The proposed solicitation and resulting contract includes Low Rate Initial Production (LRIP) quantities, Production Verification Testing (PVT), Test Service Representative (TSR) support, logistic products, and production quantities.

The Government plans to procure M172A2 trailer IAW FAR Part 12, Acquisition of Commercial Items. The Government intends to award a single, Firm-Fixed Price (FFP) requirements production contract with five one-year ordering periods, and two one-year optional ordering periods, with an estimated maximum quantity of 1,274 each M172A2 trailers over the seven year ordering period. However, this is an estimate only IAW FAR 16.503(a)(1). The estimate is not a representation to an offeror or contractor that the estimated quantity will actually be required or ordered.

Contract deliveries will be FOB origin and delivery schedules will be determined at the delivery order level. The Government is planning to procure an initial 14 each LRIP trailers which are required 224 days after contract award. The offeror shall be capable of producing 45 M172A2 trailers per month upon First Article Approval.
