This is a non-personal service contract to provide maintenance and sustainment services for twenty (21) Military Secondary Containment Above Ground Tank (M/SCAT's). The work to be performed under this contract will be performed at multiple sites located in Poland; M/SCAT's in Adazi, Latvia; Voru, Estonia, and Pabrade, Lithuania. The contractor shall provide equipment training, maintenance, spare, and replacement parts.

Background
The United States Government (USG) is seeking maintenance and sustainment services for twenty-one Military Secondary Containment Above Ground Tanks (M/SCATs) to support fuel sustainment operations in a steady state environment.

These M/SCATs are critical for operations during future EUCOM exercises and real-world events, serving as additional fuel assets in various locations including Poland, Latvia, Estonia, and Lithuania.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the following services:
1. Conduct inspections of all M/SCAT systems within twenty business days of contract commencement to ensure they are in good working order.
2. Perform quarterly and annual maintenance services on each system.
3. Provide unlimited 'on-call' maintenance services at no additional cost.
4. Maintain and replace non-functional equipment due to fair wear and tear with equal or better quality parts at no additional cost.
5. Provide two training sessions per year covering operation and maintenance of the systems at no extra charge.
6. Submit proof of all PMCS logs monthly to the Contracting Officer's Representative (COR).
7. Develop a Quality Control Plan (QCP) to ensure compliance with contract requirements.

Period of Performance
The contract will be performed over a period of 12 months with an option for an additional year.

Place of Performance
The work will be performed at multiple sites located in Poland; specifically at Drawsko Combat Training Center, Bemowo Piskie Training Area, LSA Eagle, as well as sites in Adazi (Latvia), Voru (Estonia), and Pabrade (Lithuania).
