Facilities Operations, Maintenance and Support Services for U.S. EPA Facilities at Research Triangle Park (RTP), North Carolina
The United States Environmental Protection Agency (EPA), Research Triangle Park (RTP) Facilities located at 109 T.W. Alexander Drive, RTP, NC 27711 has a requirement for facilities, maintenance and support services. The Government anticipates the award of a Firm Fixed Priced type contract (with a fixed price redetermination retrospective contract line item, a cost reimbursement contract line item and three IDIQ line items) with a twelve-month base period and four (4) twelve-month option periods.
The EPA's facilities on the RTP Campus consists of 1.3 million square feet of offices, laboratories, computer and conference spaces, and child care facilities. The EPA RTP facilities are classified as a Centers for Disease Control (CDC) Bio- Safety Level II Research Facility and AAALAC (Association for Assessment and Accreditation of Laboratory Animal care International) facilities.
The purpose is to provide facilities operations, maintenance and support services for the U.S. EPA RTP facilities on a twenty-four hour, seven days a week basis. The Contractor shall provide all management, training, licensed personnel, tools, and labor necessary to perform all functions, operations, and tasks, in accordance with all applicable industry performance standards, to include but not be limited to, National, state and local codes; OSHA regulations; Federal specifications; EPA facility standards; and EPA-RTP policies and procedures. The Contractor shall establish, implement, and maintain facilities management services that are responsive to the Government's stewardship. The Contractor is expected to maintain an acute awareness of the quality, efficiency, and cost effectiveness of all services to be provided with a continuing emphasis on devising and developing better methods and/or procedures to enhance the ability of OCSFO-RTP to meet the needs of its clients. The Government envisions the O&M Contract to be divided into three (3) primary areas and consists of Base Contract Requirements, Standing Task Orders, and Task Orders.
The Fixed Priced Base Contract requirements include all routine and predictable services such as Building Automation System operations, Facility Trouble Desk, Administrative Support, Program Management Support, Key Personnel, Quality Management, and the Preventative Maintenance Program.
The ID/IQ efforts on the contract are issued via task orders for the required services, subject to the Service Contract Labor Standards (SCLS) / Collective Bargaining Agreement (CBA) or for construction services subject to the Construction Wage Rate Requirements Statute (CWRRS).
The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and services in support of the efforts delineated by the Performance Work Statement (PWS). The DRAFT PWS is attached with this notice.
This acquisition is being conducted as a full and open competition with no small business set-aside(s), all responsible offerors may submit a proposal. The requirement will be awarded using FAR part 15 procedures. The North American Industry Classification System (NAICS) code is 561210 (Facilities Support Services) with a size standard of $47 Million.

Background
The United States Environmental Protection Agency (EPA) is seeking facilities operations, maintenance, and support services for its Research Triangle Park (RTP) facilities located at 109 T.W. Alexander Drive, RTP, NC 27711.

Work Details

- Providing locksmith services and maintaining security systems including CCTV.
- Ensuring environmental compliance in accordance with federal, state, and local regulations.
- Managing supply inventory and logistics for materials needed for maintenance tasks.

The contract will also include standing task orders for additional services as required.

Period of Performance
The contract will have a twelve-month base period with four optional twelve-month periods thereafter.
