Multi-Site Museum Exhibit Case Procurement, Delivery & Installation

Background
The Bureau of Indian Affairs (BIA) Museum Program is preparing for a collection expansion and bureau-wide upgrade of exhibit cases and archival cabinets across 18 facilities. The project aims to procure and install approximately 91 museum-quality cases and cabinets, remove/dispose of 49 legacy cases, and integrate custom pedestals and accessories. The goal is to meet modern conservation standards, ensure long-term protection of sensitive cultural materials, and maintain consistency across multiple facilities.

Work Details
The contractor shall furnish all labor, materials, equipment, tools, supervision, and services necessary to:

- Procure all specified museum-quality exhibit cases.
- Receive, stage, assemble, and install new archival-grade museum cabinets.
- Remove and dispose of legacy display cases off-site or relocate onsite as directed.
- Provide training, maintenance manuals, and documentation required for safe operation.

The contractor must purchase all 91 exhibit cases specified in Attachment A without substitutions unless approved by the Staff Curator. All cases must conform to DOI/BIA preventive conservation expectations including stable/inert materials, airtight gaskets, UV-filter glazing, low-VOC coatings, and uniform structural integrity. Logistics includes managing vendor coordination for freight and inside delivery to designated staging areas. The contractor must inspect shipments upon receipt for damage and handle claims as necessary. Documentation required includes purchase orders, packing slips, serial numbers, product data sheets, maintenance guidance, and a Procurement Closeout Package.

Period of Performance
The work is expected to be performed over a one-year period with installation deadlines within 10 days of arrival at each site.

Place of Performance
The contract will be performed across 11 multi-state locations as specified in the solicitation.

Bidder Requirements
Bidders must be classified as Indian Small Business Economic Enterprises (ISBEE). They should demonstrate capabilities relevant to museum-quality case procurement, delivery, and installation; provide prior experience with similar projects; confirm compliance with conservation standards; offer a minimum one-year warranty on installation and materials; have the ability to provide digital submittals; and possess necessary logistics planning capabilities.
