This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. No solicitation exists. This information will be used to determine the availability of vendors capable of meeting the Governments minimum requirements. NAVSUP Fleet Logistics Center is looking for sources to determine whether there are potentially qualified HUBZONE BUSINESS and or RANDOLPH-SHEPPARD concerns capable of performing the specifications of the attached DRAFT Performance Work statement (PWS) for Food Mess Attendant Services at Navy Submarine Base Kings Bay Georgia. This notice does not constitute a request for proposal, request for quote or invitation to bid. The intent of this notice is to identify potential Offerors for market research purposes and to determine whether to set-aside the requirement for HUBZONE BUSINESSES and or RANDOLPH-SHEPPARD concerns. NAICS Code: 722310, Food Service Contractors Description/Scope of Work: See the attached DRAFT Performance Work Statement (PWS). It is anticipated that any resulting solicitation will be for a commercial Firm- Fixed-Price (FFP) contract, with a Product Service Code (PSC) of M1FD Operation of Dining Facilities and NAICS code of 722310 with a size standard of $38.5 Million. SUBMISSION REQUIREMENTS: Responses to this sources sought notice shall not exceed five (5) pages and shall be prepared with a font size no smaller than 12 point. The technical capabilities statement shall include: A cover page containing the companys name, address, CAGE code, DUNS number, years in business, affiliate information, parent company, joint venture partners, NAICS code 722310, business size/socio-economic status, Government business point-of-contact name, phone number, and email address. Provide a statement of past and current ability to meet all rapid gate requirements for access to military sites/property/ installations. No reimbursement will be made for any costs associated with providing information in response to this source sought notice or any follow-up information requests. No telephone calls requesting a solicitation package will be accepted because there is no solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the Technical Point of Contact (TPOC) will not be provided and no appointments for presentation will be made. Responses shall be submitted via NECO by 4:00 P.M. EST, March 14th, 2017. Any questions about the draft PWS must be submitted in writing to robert.s.belisle@navy.mil and libia.cristancho@navy.mil.
