NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the Lunar Freezer System (LFS), 80JSC025DA006. You are notified of the following:

  1. The entire proposal is due by March 06, 2025 at 5:00 P.M. Central Time. Proposal Volume II, Past Performance is requested early, but not officially due until the proposal submittal date.
  2. All questions regarding this RFP should be submitted in writing, electronically to Jonathan Anzures, Contracting Officer, at jonathan.anzures@nasa.gov and Victoria N. Miller at Victoria.n.miller@nasa.gov on or before 5:00 P.M. Central Time on February 18, 2024. Offerors are encouraged to submit questions as soon as possible for consideration. Questions shall be submitted using the Template for Submission of Comments in the Attachments section below.
  3. The RFP and attachments have been posted in the "Attachments" section below. This RFP and associated documents supersede the Draft RFP in its entirety. Any additional documents will be available on www.SAM.gov.
  4. The Technical Library is available on www.SAM.gov under notice ID 80JSC025DA006. Please note, this technical library under Notice ID: 80JSC025DA006 is different from its linked Related Notice: 80JSC023LFS which was for the Draft RFP. This RFP and associated documents supersede the Draft RFP in its entirety.
  5. If you have not accessed the Technical Library before, please complete the Technical Library Request Form and refer to the instructions below prior to submitting a request via www.sam.gov.
    • OBTAINING ACCESS TO EXPORT CONTROLLED CONTENT: To request access to the LFS Technical Library, individuals must provide a completed LFS Technical Library Request Form to the Points of Contacts (POCs) listed in this notice. When responding, reference 80JSC025DA006 Technical Library Access in the subject line. Individuals requesting access to the Controlled Technical Library must provide the following information to the Contracting Officer, Jonathan Anzures at jonathan.anzures@nasa.gov, and Contract Specialist, Victoria Miller at victoria.n.miller@nasa.gov. The submitting individual shall verify that the information provided to NASA is correct, complete, and accurate. Vendors are responsible for ensuring their compliance with all U.S. export regulations per the LFS Technical Library Request Form. Please note that once the request form is submitted, you must have a log-in for sam.gov and once logged-in you must click the request access button in the attachments/links section of the announcement. If approved, you will be granted access to all LFS Technical Library documents.
    • In order to gain access to a controlled document the user will need to have the proper role for the "request access" button to be visible. On a controlled document the title will be "greyed out" until the user has been granted access. Users will need to have either the Opportunities Admin or Data Entry role in the Contract Opportunity Domain. Once an interested user has requested access the contracting officer should receive a notification in SAM.gov. If you have issues regarding obtaining the appropriate role to access the document please contact SAM.gov.
  6. The Pre-Proposal Conference for this solicitation is anticipated to be held (virtual only) via Microsoft TEAMS on Tuesday, February 11, 2025, starting at 2:00 P.M. Central Time. Attendance at the pre-proposal conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission. No recordings of any kind are permitted. Participation is limited to a total of six (6) individuals from each company/team.

Background
The National Aeronautics and Space Administration (NASA) Johnson Space Center is issuing a Request for Proposal (RFP) for the Lunar Freezer System (LFS). The primary objective of this contract is to procure safe, reliable, and cost-effective hardware and software systems to facilitate the return of temperature-critical science payloads from the Moon's surface and the Gateway Space Station to Earth.

The samples intended for return include lunar geological samples, human research samples, and biological experimentation samples.

Work Details
The scope of work includes the design, development, manufacture, testing, delivery, deployment (post-launch), and engineering support of the LFS. Key tasks include:
1. Requirements and Preliminary Design: Successful demonstration of a breadboard unit that meets minimum temperature requirements as specified in the Project Technical Requirements Specification (PTRS).
2. Design, Development, Test and Evaluation (DDT&E): Completion of design and acceptance/delivery of LFS hardware/software including final assembly and integration.
3. Flight Integration and Operations: Conducting first flight operations of the LFS with corrective actions for any identified issues.
4. Post Mission Support: Submission of post-mission support documentation and completion of all mission activities.
5. Additional Tasks: Enacted via Delivery Orders as needed by NASA.
6. Maintenance and Sustaining: Ongoing maintenance tasks performed in support of the LFS as required by NASA.

Period of Performance
The contract will have an ordering period potentially lasting 7.5 years from the effective date, which includes a base period of performance lasting 66 months followed by two optional 12-month periods.

Place of Performance
The contract will be performed offsite at the Contractor’s facilities.
