Description

The Department of the Air Force, 56 Contracting Squadron, is solicitating a request for proposal for Luke AFB AUX Airfield Modernization at Luke Air Force Base, Arizona. Please reference the documents attached to this RFP which provide all details of the required work to be performed.

A site visit is scheduled for Thursday 9 July 2026 at 0900am MST (Arizona does not participate in daylight savings time). There are no access restrictions for this location and therefore no base passes will be issued nor required.

RFIs are due to the Points of Contact by 1200pm MST on 17 July 2026 using Attachment 7 - RFI Log, attached to this solicitation notice. Any RFIs submitted after this deadline may not be considered for response.

Proposals are due electronically to the Points of Contact for this solicitation no later than 31 July 2026 by 0200pm MST.

This procurement is an SBA CERTIFIED WOMEN OWNED SMALL BUSINESS (WOSB) SET ASIDE AND IS LIMITED TO SBA CERTIFIED WOSB. Contractors are required to be certified prior to contract award. All prospective contractors must be actively registered in the System for Award Management (SAM), in order to be eligible for an award.

Notice to Offeror(s): Funds are presently available for this eff ort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Background
The Department of the Air Force, 56 Contracting Squadron, is soliciting a request for proposal for the Luke AFB AUX Airfield Modernization project at Luke Air Force Base, Arizona. The goal of this contract is to enhance the airfield's infrastructure by replacing outdated systems and installing new technology to ensure operational efficiency.

Work Details
The contractor is required to engineer, furnish, install, and test (EFI and T) the replacement of existing non-supportable channel banks and install new fiber optic cable at Luke Auxiliary Airfield. This includes all necessary tasks associated with the engineering and installation processes as outlined in the Statement of Work (SOW).

Period of Performance
The contract will be performed over a period of 180 calendar days from the date of Notice to Proceed.

Place of Performance
Luke Air Force Base, Arizona.

Bidder Requirements
This procurement is an SBA CERTIFIED WOMEN OWNED SMALL BUSINESS (WOSB) SET ASIDE and is limited to SBA CERTIFIED WOSB contractors. Contractors must be certified prior to contract award. Additionally, all prospective contractors must be actively registered in the System for Award Management. Bid/payment/performance bonds are required.
