LRIP 5, 6, & 7 ECP Production Cut-Ins

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to contract with Northrop Grumman Systems Corporation - Aerospace Systems (NGAS), San Diego, CA, as a modification under N00019-19-C-0008, on a sole source basis. This effort will incorporate: Engineering Change Proposal (ECP) 4635 Wing Extension Bonded Nutplate Redesign NRE and Production cut-in, ECP-4686 (GSEG) KVM Transmitter/Receiver DMS NRE and Production cut-in, and ECP-4677 Band ABC RFD Inrush Resolution Production cut-in, ECP-4611 BSCU Dev7 SW Production cut-in, and additional in-line ECPs as necessary to support production of UAs and GSEGs.

This requirement will be procured in accordance under the statutory authority of 10 U.S.C. 2304(C)(1), as implemented by FAR 6.302-1, Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements for the proposed LTB actions.

As the sole designer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and perform the necessary production of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements.
