LPG Services-Dine Justice

Background
The Department of the Interior (DOI), Bureau of Indian Education (BIE), Division of Acquisitions is issuing this solicitation for Liquefied Petroleum Gas (LPG) delivery services to the Crownpoint Judicial Complex. The complex utilizes two 30,000-gallon LPG storage tanks to provide heating for five buildings. The goal is to ensure uninterrupted heating services and facility operations by contracting a qualified vendor for LPG deliveries on an as-needed basis.

Work Details
The contractor will provide LPG fuel delivery services as follows:
- Deliver LPG fuel as requested in a safe, timely, and professional manner.
- Deliveries must be coordinated with the designated Government point of contact prior to arrival.
- Check in with the Maintenance Worker or designated facility representative upon arrival at the site.
- Deliver fuel through the approved tank inlet connection while adhering to all applicable federal, state, tribal, and industry safety standards.
- Provide a delivery ticket indicating the date of delivery, quantity delivered, and current tank level.
- Obtain acknowledgment of delivery from a government representative upon completion of each delivery.

Delivery requirements include:
- Standard deliveries Monday through Friday between 8:00 a.m. and 4:00 p.m. local time.
- Emergency deliveries within 24 hours of notification.
- Delivery documentation must include date and time of delivery, quantity delivered, delivery location, driver name, current tank level if available, and contractor company information.

Period of Performance
Base Year: July 1, 2026 to June 30, 2027; Option Year 1: July 1, 2027 to June 30, 2028; Option Year 2: July 1, 2028 to June 30, 2029; Option Year 3: July 1, 2029 to June 30, 2030; Option Year 4: July 1, 2030 to June 30, 2031.

Place of Performance
Crownpoint Judicial Complex located at 2925 North Highway 371, Mile Post 29, Crownpoint, NM.

Bidder Requirements
Bidders must be certified under the Indian Small Business Economic Enterprise (ISBEE) program. The contractor must possess a Navajo Nation Permit for delivering on the Reservation. Additionally, bidders are required to demonstrate their capability in meeting a delivery time of three days after receipt of order (ARO).
