LASSO Follow-up to Industry Day

Product Manager Soldier Precision Targeting Devices (PdM SPTD) is seeking additional information following the Low Altitude Stalking and Strike Ordnance (LASSO) Industry Day which was conducted on 19-21 September 2023. The additional information requested is outlined in Attachment 1 of this notice. The purpose of this notice is to continue to identify and determine capabilities in the existing marketplace.

At this time, responses are only being accepted from vendors with the capability to act as the prime vendor in support of the LASSO program. Prime vendors who were unable to attend the LASSO Industry Day may respond to this notice but must complete and provide Attachment 2 in addition to Attachment 1.

An affirmative statement must be included in any response provided to the Government regarding the respondent's ability to act as a prime vendor.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. A solicitation is not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The decision to solicit for a contract shall be solely within the Government's discretion.

Background
Product Manager Soldier Precision Targeting Devices (PdM SPTD) is seeking additional information following the Low Altitude Stalking and Strike Ordnance (LASSO) Industry Day conducted on 19–21 September 2023.
The purpose of this notice is to continue to identify and determine capabilities in the existing marketplace for potential Tranche 2/3 procurement under the LASSO program.

Work Details
LASSO Industry Day Follow-up RFI Questions:
1. What system will be proposed for the Tranche 2/3 procurement? Describe the Size, Weight, and Power (SWaP) allocation for each subcomponent (launch mechanism, air vehicle, control system computer, radios and antennas, etc.).
2. Describe in detail your justification for your Technology Readiness Level Assessment. Provide details on all the environmental testing used to assess TRL.
3. Provide a detailed warhead integration schedule and test article delivery schedule for fifteen (15) systems with an anti-tank (mobility, firepower) integrated warhead capability.
4. Discuss your technical and supply chain challenges associated with meeting your schedule for Tranche 2/3.
5. What specific performance specifications are not achievable by February 2024? If not achievable, is there a plan in place to accomplish the full requirements and when? Provide applicable development and test schedule.
6. Discuss your manufacturing capability and how many systems can be delivered per month.
7. Do you have U.S. DoD production contracts for the proposed or a similar system? If yes, please provide Program Sponsor POC.
8. Provide the estimated Average Unit Product Cost (AUPC) for each system capable of meeting requirements shared during the industry day.
9. Provide reliability data (field, lab, or analysis) for the entire system to successfully complete the mission once commanded.
10. Provide the system operational workflow of the system when the communication link or the satellite navigation link is compromised during the mission.
11. Step through your concept of operations from setup to impact and discuss how the system functions, how ready/effective the system is, and any planned work that is being done to improve it.
12. Under what conditions (angles of attack, locations on a vehicle, armor thickness) is your warhead effective? What testing has been performed for each condition? Describe both standalone warhead testing and warhead-on-platform testing.

Responses are accepted only from vendors capable of acting as the prime vendor in support of the LASSO program.
All respondents must complete and provide Attachment 1 (Industry Day Follow-up RFI Questions).
Prime vendors who did not attend the LASSO Industry Day must also complete and provide Attachment 2 (Industry Day Request for Information Survey).
An affirmative statement of the respondent’s ability to act as a prime vendor must be included in any response.
