Background
The Department of Veterans Affairs (VA) is seeking to procure lake water treatment services for the VA Loma Linda Healthcare System (VALLHCS). The goal of this contract is to ensure the maintenance and service of seven ponds located on the main campus, which is essential for environmental management and aesthetic purposes.

This solicitation is set aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSB) as part of the Veterans First Contracting Program.

Work Details
The contractor will provide all labor, materials, tools, equipment, engineering, and services necessary for the maintenance of the ponds. Specific tasks include:

- Servicing the seven ponds three times a week;
- Controlling algae and weeds;
- Conducting monthly water quality monitoring including pH, temperature, conductivity, dissolved oxygen, nitrates, and phosphates;
- Applying aquatic herbicides and algaecides;
- Providing necessary chemicals for treatments;
- Submitting service reports after each visit;
- Filing monthly use reports with the County Agriculture Commissioner;
- Using bacteria and enzymes to reduce nutrients and sedimentation;
- Monitoring aeration systems and circulation pumps;
- Providing guidance on introducing emergent plants to improve water quality;
- Controlling cattail populations.

All personnel must comply with VA security protocols.

Period of Performance
The contract period of performance is from January 1, 2025, to December 31, 2025.

Place of Performance
The services will be performed at the VA Loma Linda Healthcare System located at 11201 Benton Street, Loma Linda, CA 92357.
