The Naval Air Systems Command, Weapons Division, China Lake, CA, intends to procure, on a competitive basis, Logistics Support Services for the Maintenance, Repair and Overhaul Department.

The Maintenance, Repair and Overhaul Department at NAWCWD China Lake, CA performs acquisition logistics management and integration across the following logistics support elements: Product Support Management (PSM), Supply Support, Packaging, Handling, Storage, and Transportation (PHS&T), Maintenance Planning & Management, Design Interface, Sustaining Engineering, Technical Data and Configuration Control, Computer Resources, Facilities and Infrastructure, Support Equipment, Training & Training Support for Navy weapons, weapons systems and subsystems. These departments offer continuous logistics engineering services and support from concept refinement through disposal to ensure maintainability, readiness, supportability, and affordability.

Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code's Data Custodian POC to request access to CUI. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration. Background
The purpose of this amendment is to provide answers to potential offerors’ questions. The solicitation is for Logistics Support Services, and the work will be performed at NAVAIRWARCENWPNDIV in China Lake, CA. Work Details

The contractor must respond within three working days to task order requests and may use streamlined ordering procedures for LOE orders. The contractor must also comply with packaging and marking requirements for shipments.

The contract will have a period of performance of 5 years.
