Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

This Solicitation is issued as a request for proposal (RFP) for contractor support to facilitate logistics for a 1-day regional meeting with the four member countries and a 2-day training on the use of SVP tool in Laos. The contractor is expected to support logistics in executing these workshops

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Background
The Institute for Water Resources (IWR) is a U.S. Army Corps of Engineers (USACE) Field Operating Activity located in Alexandria, VA. Established in 1969, IWR focuses on water resources management and provides technical assistance to various entities. This contract supports the Mekong River Commission (MRC) in developing a Shared Vision Planning (SVP) web tool, funded by the U.S. Department of State to promote diplomacy through technical exchange.

The MRC, established in 1995, facilitates regional cooperation among Cambodia, Laos, Thailand, and Vietnam for sustainable water resource management.

Work Details
The contractor will facilitate logistics for a 1-day regional workshop and a 2-day training course in Vientiane, Laos. Specific tasks include:
1. Coordinating with the MRC and IWR for a 1-day workshop for 30 participants, including representatives from National Mekong Committees (NMCs) from Cambodia, Thailand, Vietnam, and Laos, as well as participants from MRCS and IWR.
2. Organizing a 2-day training course for 16 participants with similar representation.
3. Arranging a formal meeting package that includes meeting space and catering services within a budget of $3,100.
4. Providing Daily Subsistence Allowance (DSA) based on UN rates for traveling participants from NMCs.

Period of Performance
The contract will be performed over a period of six months from the date of award.
