THIS IS A VIRTUAL INDUSTRY DAY ONLY. This event is intended for information and planning purposes only it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Notice does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this event; all costs associated with responding to this event will be solely at the interested party's expense. Not participating in or responding to this event does not preclude participation in any future RFP, if any is issued.

OVERVIEW: The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron (ESS) & APEX Accelerator is hosting a Virtual Industry Day on Tuesday, 21 July 2026, 2:00 PM CST via Microsoft Teams to discuss interest from industry capable of providing Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for LRS organizations as an enterprise services contract. LRS services are currently provided to a diverse range of military installations across Air Force (AF) Continental United States (CONUS), employing over 39 separate contracts. The Government is contemplating a strategic sourcing/enterprise contract vehicle to support LRS-C that could potentially support these locations (to include surge support). The Government is pursuing an award of a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) with task orders. The MAC is anticipated to have a 5-year base ordering period with the ability to issue task orders up to the last day of the last ordering period. The anticipated PoP on individual task orders would range from one to five years, with task order performance occurring at one or more installations.

AGENDA: The event will be a 2-hour virtual group session starting with:

  1. Introduction of the Multi-Functional Team (MFT)
  2. Program Manager overview of the requirement
  3. Government presentation of answers to questions collected prior to event: i. No new questions will be addressed during the event, ii. All new questions will be answered and posted to SAM.gov for all to see.
  4. APEX brief of services to industry
  5. Other?

Note: The above agenda is subject to change.

INSTRUCTIONS: The Government requires industry to submit any questions they have regarding the requirement prior to the event on Attachment 2. All questions should be emailed to the Contracting Officer, Ms. Lisa Pendragon at lisa.pendragon@us.af.mil and Contract Specialist, Mr. Richard Thorp at richard.thorp.4@us.af.mil no later than Friday, 10 July 2026, 5:00 PM CST. This will give the MFT a chance to review all questions and develop responses for the event.

Any new questions that arise from the event should be submitted on Attachment 2 and emailed to the Contracting Officer, Ms. Lisa Pendragon at lisa.pendragon@us.af.mil and Contracting Specialist, Mr. Richard Thorp at richard.thorp.4@us.af.mil no later than Monday, 27 July 2026, 5:00 PM CST.

Background
The Logistics Readiness Squadron Capabilities (LRS-C) Team, located at Scott AFB, IL, is responsible for establishing a strategic sourcing contract vehicle for Air Force (AF) and Space Force (USSF) wide contracted logistics readiness support.

The Government is contemplating a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) to provide comprehensive logistics readiness and site-specific mission support services across various military installations in the Continental United States (CONUS). This initiative aims to streamline logistics services currently provided through over 39 separate contracts.

Work Details
The Contractor shall perform LRS-C services as defined in the Performance Work Statement (PWS) and each individual Task Order PWS. The main functional areas include:
1. Materiel Management;
2. Traffic Management;
3. Vehicle Management;
4. Fuels Management (Bulk Ground Fuel only);
5. Ground Transportation;
6. Air Transportation (Small Air Terminal Non-Aerial Port Operations).

The Contractor is responsible for providing all personnel, equipment, supplies, transportation, tools, materials, supervision, and other non-personal services necessary to meet mission requirements. The Contractor must also adhere to performance standards outlined in the PWS and ensure compliance with Federal, State, and Local regulations.

The MAC IDIQ ordering period will be a five-year base ordering period with options for additional years as needed.
