Question 5: Does the items mentioned in Appendix 3, Licensed Apptricity Product Module, and Paragraph 6.7, Apptricity Licenses Maintenance, of the Performance Work Statement have a commercial-off-the-shelf requirement that limits competition? In other words, does the Apptricity framework limit competition?

Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response known and labeled accordingly. To reiterate, this is a RFI ONLY. No solicitation will be issued at this time. Participation in this effort is strictly voluntary with no cost obligation to be incurred by the U.S. Government.

Army Contracting Command - Rock Island (ACC-RI) is investigating the market capability to provide operations, maintenance, technology refresh, and sustainment support of the Logistics Information Systems (LIS) Theater Operations (TOPS) module to be integrated into the Transportation Coordinators' Automated Information for Movement System II System (TC-AIMS II). Support of TOPS includes break-fix support, application's test, documentation, and operating configuration management of the enterprise server. Please see attached Performance Work Statement (PWS) for more detail. All interested parties should provide a response as indicated below.

Responses to this Sources Sought shall be provided as described herein. Interested parties shall submit responses in Microsoft Word, Microsoft Excel, or Adobe Acrobat. Responses shall be limited to 3 pages with Arial font greater than or equal to 12 pt.

Background
The Army Contracting Command - Rock Island (ACC-RI) is investigating the market capability to provide operations, maintenance, technology refresh, and sustainment support of the Logistics Information Systems (LIS) Theater Operations (TOPS) module to be integrated into the Transportation Coordinators’ –Automated Information for Movement System II System (TC-AIMS II). The TOPS functionality enables movement control elements to manage and coordinate transportation services during Joint Reception, Staging, Onward Movement, and Integration and sustainment operations.
The current TC-AIMS II Enterprise is used by transportation agents and deploying units to automate the processes of planning, organizing, coordinating, and controlling deployment, redeployment, and sustainment activities worldwide.

Work Details
The scope of this effort is to sustain the TOPS application software. The Contractor shall provide Post Production Software Support (PPSS) software maintenance for the TOPS application. This includes providing fixes, updating software due to regulatory changes, technical upgrades, patches, and providing Software Integration Testing. The Contractor shall also provide customer support, software modifications, maintenance of documentation, baseline integrity maintenance, integration activities support, and Apptricity License Maintenance support to TC-AIMS II per the Settlement Agreement executed on October 24, 2013.

Period of Performance
The period of performance includes a base period from Date of Award through 12 months with additional option periods totaling up to 5 years.

Place of Performance
Work shall be performed at the Contractor’s facility and designated locations as identified by the LIS Product Lead (PL) and approved by the Contracting Officer's Representative (COR).
