Pre-Solicitation Notice for W912ER20R0015

Anticipated Solicitation Issue Date: Mid-February 2020

Anticipated Solicitation Response Date: Mid-April 2020

Set Aside: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference for this solicitation.

SYNOPSIS: TAM is anticipating a Design-Build (DB) award for the construction of two pre-engineered metal building systems consisting of a large open area for warehouse/ storage operations and multiple smaller administrative office locations inside the building. This project will be constructed within Kuwait Military Complex at Subhan, Kuwait. A firm fixed price contract will be awarded to a prime construction contractor.

PROJECT SCOPE: This Design-Build (DB) project consists of the construction of pre-engineered metal building systems consisting of a large open area for warehouse/ storage operations and multiple smaller administrative office locations inside the building. The large warehouse building is approximately 156 x 61 meters and the transfer warehouse is 100 x 30 meters. These planned warehouses will provide air-conditioned and climate-controlled space for storage of material. Both facilities areas require HVAC, power, communication (data & telephone), and utilities. Both warehouses require conduit and cable trays installed as part of this project for a future digital tracking system.

Option #2 Prime Power Generator System and connections to the facility for Large Logistics Warehouse

Option #3 Water Storage Tank(s), Pump House(s) and any connections to the building for Transfer Warehouse

Option #4 Prime Power Generator System and connection to the facility for Transfer Warehouse

Option #5 Operations and Maintenance (O&M) for (2nd) Second Year

Option #6 Operations and Maintenance (O&M) for (3rd) Third Year

  1. The Period of Performance is anticipated to be 585 calendar days from issuance of notice to proceed.
  2. The magnitude of the Logistics and Transfer Warehouses project is between $25,000,000.00 ($25M) and $100,000,000.00 ($100M).
    PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued on beta.SAM.GOV. It is anticipated that the Best Value Trade-off (BVTO) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single-fixed price construction contract awarded based on BVTO determination. Site visit information will be stated in the RFP.
    RESPONSE PERIOD: This is a pre-solicitation notice only and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
