Background
The U.S. Army Corps of Engineers (USACE) is anticipating a Two Phase Design-Build (D-B) contract for the construction of two pre-engineered metal building systems at the Kuwait Military Complex in Subhan, Kuwait.

The primary goal of this contract is to create a large open area for warehouse and storage operations, along with multiple smaller administrative office locations within the buildings. The contract will be awarded as a firm fixed price to a prime construction contractor.

Work Details
The scope of work includes the design and construction of two logistics warehouses that will feature:
- A large open area designated for warehouse/storage operations.
- Multiple smaller administrative office locations integrated within the warehouse structure.
- Essential facilities, systems, and utilities required for operational functionality.
- Compliance with local laws, base access security requirements, and integration of local labor and subcontractors.
- The contractor must demonstrate understanding and capability in managing shipping and logistics across air, land, and sea transport.
- The proposal must include a detailed management approach outlining project organization, roles, responsibilities, and authority delegation among team members.
- Offerors are required to provide proof of current Kuwait business licensure or a plan to obtain one, as well as a strategy for complying with base access security requirements at Subhan Military Complex.

Period of Performance
The anticipated period of performance is 585 calendar days from the issuance of the notice to proceed.

Place of Performance
The construction projects will be performed at the Kuwait Military Complex located in Subhan, Kuwait.
