SUBJECT: Sole Source Synopsis Amendment to Solicitation Number W15QKN21R0F2T

The Army Contracting Command New Jersey (ACC-NJ) intends to award a sole source contract modification to Shano, Inc. for Lodging in Kind in Fort Hunter Liggett, CA for the Army School System (TASS), in support of the 80th Training Command. This acquisition approach seeks to provide additional lodging in response to COVID-19, as TTC Fort Hunter Liggett remains in an operational status while other training locations have been shut down due to COVID restrictions. Shano, Inc. currently provides lodging to TTC FHL on the contract W15QKN20C5043. Under this sole source modification, the Contractor Shano, Inc. is to provide additional rooms in support of TTC FHL to safely and successfully prepare, educate, train and develop students with Training and Doctrine Command (TRADOC), The Army School System (TASS) procedures, and MSCOE instructional and accreditation standards, and 102d Training Division requirements. The authority for this sole-source procurement is FAR 13.106-1(b)(1), only one source reasonably available. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. As a result of this amendment, the quantity of rooms is changed FROM: a quantity of 51 rooms over 410 nights, for an extended total of 1145 rooms, reduced to a quantity of 51 rooms over 409 nights, for an extended total of 1141 rooms. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within one day after the date of publication of this synopsis will be considered by the Government. T. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
