Background
The project involves the construction of a mooring cell and a mooring dolphin aimed at enhancing navigation efficiency. This procurement is issued by the U.S. Army Corps of Engineers and is set aside 100% for small businesses, with an estimated contract value between $5 million and $10 million.

Work Details
The scope of work includes the following tasks:
1. Conduct periodic schedule update meetings to review proposed schedules, narrative reports, and progress payments at least monthly. The contractor must provide necessary equipment for these meetings, including scheduling software and a projector.

2. Weekly progress meetings are required to assess actual project progress against planned activities, address RFIs, RFPs, and submittals, with minutes submitted within four days post-meeting.

3. Justification of delays must be provided within 10 days of occurrence, including a time impact analysis for each government RFP request.

4. Time impact analyses must follow industry standards (AACE 52R-06 for prospective analysis; AACE 29R-03 for retrospective analysis) to evaluate delays and their effects on project completion dates.

5. Any changes that do not cause delays will require the creation of a fragnet to be incorporated into the project schedule.
