Local + Long Distance Telecommunications - Notice of Intent to Sole Source

Background
The 341st Contracting Squadron intends to award a sole-source contract to Lumen Technologies Government Solutions, Inc. to support Malmstrom Air Force Base’s (MAFB) Long-Distance and Local Telecommunication Service requirement.

The current contract with Lumen for Local Telecommunication Services is set to expire on 31 October 2026, necessitating a new procurement to address critical delays due to limited long-distance capacity at MAFB. The goal is to consolidate local and long-distance telecommunication services under a single contract with the incumbent provider, Lumen.

Work Details
The contractor will provide both Long-Distance and Local Telecommunication Services for Malmstrom Air Force Base. This includes maintaining existing infrastructure and equipment that supports nearly 6,000 active telephone lines.

The services will ensure continuity of operations without the need for new construction or equipment changes, thereby avoiding outages during transitions. The contract will also require the contractor to manage the installation’s Cisco Unified Communications Manager (CUCM) and Session Border Controllers (SBC).

Period of Performance
The contract will have a five-year ordering period from 1 November 2026 through 31 October 2031.
