Description

The U.S. Department of State (DOS) will post a solicitation with the intention to award a time and materials contract with firm-fixed price and cost-reimbursable elements for the Local Guard Services at the American Embassy in Kingston hereinafter known as the U.S. Mission Jamaica. The U.S. Mission Jamaica requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement. The Contractor shall be required to provide services in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Anticipated period of performance is one base year and four one-year options (to be exercised at the sole discretion of the Government).
All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract.
The Government plans to post the solicitation NLT four weeks. No paper copies will be mailed and submission from offerors are electronic only. The approximate acquisition schedule is as follows: The synopsis will be posted for approximately 30 calendar days. Once the solicitation announcement closes on BETA.sam.gov the offerors will have approximately 30 days to submit proposals. All dates are subject to change on the announcement only.

Site visits will not take place due to COVID 19 considerations. A power point presentation will be provided. Firm dates will be announced at the time the solicitation is posted.
Offerors are requested to provide notice of their interest in the site visits to Andr McIntosh at McIntoshas@state.gov and Yenny Adams at AdamsYR@state.gov however, access to the solicitation will be provided directly on SAM.gov and offerors must contact SAM.gov help desk for help with access.

In accordance with 22 U.S.C. 4864, the Government will give preference to offerors qualifying as U.S. persons or U.S. Joint Venture Persons. Offerors must be registered at sam.gov completely when proposals are due at solicitation period. The contract will be awarded to the technically acceptable proposal with the lowest evaluated price.
