Background
The Department of Housing and Urban Development (HUD), specifically the Office of Evaluation (OE) within the Office of Risk Management and Regulatory Affairs, is seeking a contractor to provide an annual online subscription to a commercially available database. This contract aims to support HUD's mission by providing essential data related to loan limits, loan performance servicing, and mortgage securities data.

The goal is to enhance HUD's ability to analyze and manage housing finance data effectively.

Work Details
The contractor will provide access to the following services:
1. Loan limit data by county, including median home price data based on County Recorder data.
2. Loan performance servicing data and mortgage loan online information/newsletter, which includes:
- Residential Loan Level Database for both Prime and Subprime loans
- Residential Loan Level Origination Database detailing borrower and mortgage characteristics
- Mortgage Delinquency Database for both Prime and Subprime loans
- 10 years of market history with access software
- 24/7 web access for HUD users with password protection.
3. Loan securities data accessible in the non-agency Mortgage-Backed Securities (MBS) Prime Database, providing a minimum 15-year perspective on the non-agency securities market, covering over 98% of outstanding non-agency prime mortgage pools. This includes ABS (Asset Backed Securities) data currently accessible in the ABS (Alt-A & Nonprime) Database.

Period of Performance
The period of performance for this contract is from December 29, 2025, to December 28, 2030, including one base year and four option years.

Place of Performance
The work will be performed at the contractor's facility, with services provided Monday through Friday, excluding Federal Holidays designated for the Washington D.C. Metropolitan area.
