Q&A

Q: We have a clarification question regarding an answer provided in Amendment 2. Question 12 is regarding a situation where a subcontractor is providing past performance. The answer indicates that the subcontractor should submit PPQ's directly to the Government. However, since a subcontractor does not have privity of contract with the Government and only with the Prime, we believe that this might cause concern from the Government. Should the subcontractors provide the PPQ's to their respective Primes?

A: The offeror can send the PPQ to their respective Prime for the Prime to pass it over to the corresponding Government official (ie COR). The offeror must follow instructions in Section L about providing the list with their proposal and ensure that the Government contract number is identified.

Background
The solicitation is for the Live Training Ranges and Combat Training Centers Multiple Award Contract 2 (LTRaC MAC 2) which is a Small Business Set Aside for less complex support activities. The contract has a total estimated not-to-exceed ceiling amount of $344,119,306 and an ordering period of up to eight years.

Work Details
The contract includes efforts such as Continuous Technology Refreshments (CTR), modernization of existing instrumentation sub-systems, delivery of new sub-system capabilities to Live Training Ranges, studies, analysis, design, development, prototyping, procurement, production, integration, testing, fielding, documentation, training, sustainment, and disposal of live-fire training systems. Specific programs included under this MAC are Future Army System of Integrated Targets (FASIT), Digital Range Training System (DRTS), Combat Training Center – Instrumentation System (CTC-IS), Homestation Instrumentation Training System (HITS), Joint Pacific Multinational Readiness Center (JPMRC), Synthetic Training Environment – Live Training Systems (STE-LTS), and Marine Corps Live Training Efforts.

Period of Performance
