Description

The Naval Sea Systems Command intends to issue a Basic Ordering Agreement (BOA) to Lockheed Martin Corporation Maritime Systems & Sensors (LM), 2323 Eastern Blvd, Baltimore, MD 21220-4207, for support of Post Delivery Test and Trial (PDT&T) efforts including Post Shakedown Availability (PSA) planning (and potentially execution), emergent work, and Test and Evaluation (T&E) events to be performed on Littoral Combat Ships (LCS) 15 and follow odd numbered hulls, Through End of Class.

The scope will include advanced planning and execution, engineering support, onsite engineering liaison, drydock planning, emergent repairs, and material procurement beginning from BOA award through 30 September 2026. LM is the only source with the requisite knowledge of the Ship's delivered configuration, deferred work, and incomplete changes to provide timely PSA planning (and potentially execution), T&E, and PDT&T Support during the Post Delivery period for the FREEDOM variant beginning with LCS 15.

The Orders issued under the Basic Ordering Agreement will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Note: This notice of intent is not a request for competitive proposals. The contemplated contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government not to solicit from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government.
