Little Mountain Test Facility (LMTF) Justification and Approval to go Sole Source

Background
The Air Force is issuing a Justification and Approval (J&A) for the acquisition of services at the Little Mountain Test Facility (LMTF) as a sole source to the incumbent contractor, Boeing. This decision is driven by the need to maintain operational continuity and support critical national defense missions, including the MMIII sustainment efforts and Sentinel system development.

The LMTF plays a vital role in ensuring the USAF's nuclear deterrence capabilities are upheld.

Work Details
The contract will involve maintaining and operating specialized test equipment and laboratories at LMTF, which includes:
- Ensuring compliance with Nuclear Regulatory Commission (NRC) training certifications necessary for operations involving Radioactive Material (RAM) and Shock & Vibration (S&V) lab equipment.
- Preventing significant technical or operational capability gaps that could arise from transitioning to a new contractor.
- Avoiding any shutdown of LMTF, which would halt all testing activities critical to national defense.
- Supporting ongoing modernization efforts at LMTF over a proposed 10-year contract period, which includes developing new test stands and R&D activities essential for transitioning to Sentinel.
- Establishing a strategy for knowledge transfer and technical data necessary for future contractors while minimizing operational risks.

Period of Performance
The proposed contract duration is up to 10 years, allowing sufficient time for modernization activities and ensuring continuity of operations without interruption.
