Background
The solicitation is for the Little Blue III program, which is a Navy Modernization Program of Hull Mechanical and Electrical (HM&E) systems. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is responsible for supporting various sponsors and stakeholders for various Navy Modernization Programs utilizing the Alteration Installation Team (AIT) process. The effort shall provide blue collar installation and associated technical services for upgrading HM&E systems and deploying technologies, which improve availability, increase reliability, ship readiness, and decrease maintenance and workload requirements for machinery systems and components.
The target platforms of installation are primarily on U.S. Navy Surface Ships.

Work Details
The contractor is required to provide industrial trade technical services for the installation of HM&E machinery technology Ship Changes and ship/system repair services. This includes providing teams to support Alteration Programs with blue collar installation labor and tooling for shipboard equipment modifications, procuring specific non-Government Furnished Material (GFM) required for fabricating, assembling, installing, and conducting the testing for each tasked SC, adhering to In-Process Control Procedures (IPCPs), providing Quality Assurance and inspection to support the SC installation along with Objective Quality Evidence as outlined in the specific Task Orders, supplying all tools and equipment necessary to perform the contract, procuring all materials incidental to the job including all material not explicitly called out as GFP in the subsequent Task Orders, attending all required ship production meetings, maintaining a continuous dialogue with NSWCPD program representatives and OSIC on all aspects of installation including material status, shipping schedule, installation requirements, proposed financial costs, Quality Assurance, and safety concerns.

Period of Performance
The ordering period for the resultant award(s) will be from date of Award through 60 months thereafter. The Period of Performance (POP) for each TO awarded under the resultant MAC will have its own POP, which will be clearly defined in the Solicitation and corresponding TO. The POP of any TO awarded under this MAC shall not go past 72 months after Award of the Base Contract.

Place of Performance
The contract requires services to be performed in locations throughout the United States.
