This Request for Proposal is for a primarily Firm-Fixed Price contract for Contractor Logistics Support (CLS) in support of the Comprehensive Advanced Targeting Pod (ATP) - LITENING. The Contractor shall provide efforts required for Availability Support Fixed, Availability Support Variable, Site Activation CONUS, Site Activation OCONUS, Maintenance/Aircrew Training, Engineering Services CONUS, Engineering Services OCONUS, Replenishment, Hardware Modifications, Software Modifications, Special
Studies/Analysis, Technical Manuals and Over and Above in support of the LITENING system.

The proposed contract action is for services and supplies for which the Government intends to negotiate and
award a ten-year sole source contract to Northrop Grumman Systems Corporation (CAGE: 26916), 600 Hicks
Road, Rolling Meadows, IL 60008. This is in accordance with Federal Acquisition Regulation (FAR) 6.302-1 "Only
One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements". All responsible
sources may submit a capability statement of proposal, which shall be reviewed by the U.S. Government. A
determination by the Government to not compete this proposed contract action will be based upon responses to
this Request for Proposal is solely within the discretion of the Government. In accordance with Air Force Instruction (AFI) 16.201,
foreign participation is not permitted at the prime contractor level. All potential offerors should contact the
Contracting Specialist/Procuring Contracting Officer identified above for additional information, questions, and/or
concerns.

The period of performance for this contract will consist of one (1) 12-month basic period and four (4) 12-month
ordering periods, plus an option for five (5) additional ordering periods.

RFP Amendment FA8540-24-R-0007-0001 is issued on 6 November 2025 to revise Section L, Instructions to offerors.

Background
This Request for Proposal is issued by the United States Air Force (USAF) for a Firm-Fixed Price contract to provide Contractor Logistics Support (CLS) for the Comprehensive Advanced Targeting Pod (ATP) - LITENING.
The goal of this contract is to ensure high readiness and availability of the LITENING system, which supports various branches of the U.S. military, including the Air Combat Command (ACC), Air Force Reserve Command (AFRC), Air National Guard (ANG), United States Marine Corps, and United States Navy.
The proposed contract action intends to negotiate a ten-year sole source contract with Northrop Grumman Systems Corporation, leveraging their expertise as the original equipment/system design and manufacturer.

Work Details
The Contractor shall provide a comprehensive range of services including:
1. Availability Support Fixed and Variable
2. Site Activation CONUS and OCONUS
3. Maintenance/Aircrew Training
4. Engineering Services CONUS and OCONUS
5. Replenishment of hardware and software
6. Hardware Modifications
7. Software Modifications
8. Special Studies/Analysis
9. Technical Manuals and Over and Above support for the LITENING system.
The Contractor is responsible for maintaining a fleet availability rate of 92% for all LITENING pods, ensuring that they are available to support worldwide fleet requirements during both peacetime and wartime operations.
The Contractor will also manage logistics support, configuration management, testing, repair, fabrication, integration, and training related to the LITENING ATP system.

Place of Performance
The contract will be performed at various locations including CONUS (Continental United States) and OCONUS (Outside Continental United States) sites as required.
