Background
The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is issuing a Disruption Opportunity (DO) to invite submissions of innovative basic or applied research concepts focused on developing novel metrology for understanding wave propagation in compressible fluids. This initiative is part of the Program Announcement for Disruptioneering, DARPA-PA-25-07, and aims to enable DARPA to initiate new investments rapidly. All awards will be made in the form of an Other Transaction (OT) for Prototype project.

Work Details
Performers are expected to provide deliverables that include: negotiated deliverables specific to individual efforts such as registered reports, experimental protocols, publications, intermediate and final versions of prototype software libraries, code, APIs, documentation, user manuals, and comprehensive prototype design documents.

Specific tasks include: tabulated thermophysical responses of shock jumps in seawater versus wave Mach number and TSP conditions; mid-program (9M) and final (18M) reports documenting experimental/computational handshake quality; predictive kinetic-theory-based code reconstructing thermofluid properties for various wave Mach numbers and TSP conditions.

Additionally, performers must include meetings in their program plan: a virtual kick-off meeting with DARPA, monthly teleconferences providing progress updates, a virtual PI meeting every 3 months, and an in-person PI meeting every 9 months with formal presentations on progress against milestones.

Period of Performance
The contract will be performed over a period extending from the award date until 18 months post-award.

Bidder Requirements
Proposers must comply with Cybersecurity Maturity Model Certification (CMMC) Level 1 requirements to protect Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). Proposals must articulate Intellectual Property Assertions as per the provided template. Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), and Government Entities have specific eligibility criteria due to potential conflicts of interest. Proposals including these entities must define their roles clearly and provide necessary documentation.
