Liquid Nitrogen Delivery Supply (one year)   2

This is a combined synopsis/solicitation for commercial supplies and commercial services prepared in accordance with the format in subpart 12.6 in conjunction with FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 12405B23Q0240 and solicitation is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2023-02.

Seeking: Single Contractor/Vendor who can provide materials, equipment, supervision, transportation, labor, work plans, and schedules to assure effective performance and to provide commercially consumable high purity and high quality laboratory grade liquid nitrogen requirement to the USDA, ARS, SEA, US Horticultural Research Laboratory located at 2001 South Rock Road, Fort Pierce, Florida 34945. Bulk liquid nitrogen needed to prepare the regulatory samples and to operate laboratory scientific research accordingly.

Quotations submitted must meet all specifications and performed in strict accordance as detailed in attached Statement of Work (SOW).

Questions. All questions pertaining to this solicitation must be in writing and must contain reference to the solicitation number and all questions will be addressed by email only. Questions should be submitted to email address: monte.jordan@usda.gov on or before Monday, May 1, 2023, by 12:00 p.m. Central Time (CT). Telephone inquiries will not be accepted.

Offer Submission. Quotations referencing the solicitation number should be emailed only. Quotations should be emailed to email address: monte.jordan@usda.gov by Wednesday, May 3, 2023, no later than 12:00 p.m. Central Time (CT). No late quotations will be accepted.

In order to be considered for award, all offerors shall submit:

• One (1) signed and fully completed SF18 ; signed and fully completed solicitation Amendments (if applicable). Include SAM Unique Entity Identifier (UEI) number.
• One (1) Firm Fixed Price quotation on company letterhead detailing description of each line item, delivery/shipping costs, and total price of all line items. Quotation should be valid for at least 60 days after receipt of quotation. Items delivered FOB Destination inclusive of all costs.

Failure to provide the required information and required documents in the requested format may result in proposal not being considered for award.

Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting a quotation. Registration is free and you may register online at www.sam.gov.

Prospective contractors who have not completed electronic annual representations and certifications at http://www.sam.gov/ in conjunction with required registration in the System for Award Management (SAM) database, shall complete and submit FAR 52.212-3 Alternative 1 Offeror Representations and Certifications - Commercial Items and DFARS Representations and Certifications in SAM to be eligible to receive an award for this solicitation.
