Description

NASA/KSC has a requirement for a Liquid Helium (LHe) Pump at the Convertor Compressor Facility (CCF), K7-0468, building. NASA/KSC intends to purchase a two year lease from Air Products and Chemicals, Inc. (APCI). The period of performance will commence on October 1, 2017 and end on Sept 30, 2019.

APCI is the only known supplier of a proven operational high pressure LHe pump that can support the flow and pressure requirements needed at the CCF. APCI is the only experienced contractor who has satisfactorily supplied and maintained equipment of this type required for the needed operational support. APCI utilizes the same expertise and assets to support all other known launch locations that utilize high pressure LHe pump systems for launch and launch related operations.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:30 p.m. local time on 08/28/2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
