Brookhaven Science Associates, LLC (BSA) operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE) solicits your quote for Liquid He Dewar and Sub-Cooler to be utilized within the United States. Requirements for this solicitation are outlined in the attached RFQ Document.

Quote package shall include the below:

Price Quote:

  1. The Offeror shall complete and return the attached Quotation Pricing Sheet. Pricing shall remain firm for sixty (60) days to allow time for review, selection, and Award. Prices shall be quoted in U.S. Dollars.
  2. This requirement is subject to FAR Part 25, Buy American Act. Please provide the place of manufacturer on the Quotation Pricing Sheet.
  3. The Offeror shall provide the requested information for listed Technical Qualifiers as detailed in section 2.1.
  4. Freight terms quoted shall be FOB Destination, Freight Prepaid as detailed on Page 1 of RFQ Document.

Other Submittals:

  1. SAM Unique Entity Identification (UEI) Number within attached Quotation Pricing Sheet, as well as affirm Representations and Certifications and size status are accurate and up to date in SAM. * Foreign Offerors are not required to be registered in SAM; however, must fill out the attached AMS-Form-050 (Annual Representations and Certifications) if they are not.
  2. The attached AMS-Form-050 (Annual Representations and Certifications) is only required for Offerors that are not currently active and registered in SAM. A current copy (less than 12 months prior to the date of solicitation) of AMS-Form-050 (Annual Representations and Certifications) must be on file with BSA's Procurement and Property Management (PPM) Division before an Award can be placed.
  3. The successful Offeror will be required to complete new vendor forms, if applicable.

CRITICAL DATES
Questions Due Date: Friday, January 31, 2025, at 4:00PM Eastern Standard Time
Quote Due Date: Friday, February 07, 2025, at 4:00PM Eastern Standard Time

Anticipated Delivery Date: BNL requires delivery of equipment up to Fifty-Two (52) weeks after award with installation assistance up to Twenty (20) weeks after delivery. Three (3) months after receipt of signed award.

Background
Brookhaven Science Associates, LLC (BSA) operates the Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE). This solicitation seeks quotes for a Liquid Helium Dewar and Sub-Cooler to be utilized within the United States as part of an upgrade to the Building 912 cryogenic system at BNL. The goal is to procure a 3500 liters LHe dewar that includes a subcooler heat exchanger and heaters, while the helium refrigeration plant will not be included in this procurement.

Work Details
The contractor is responsible for the design, manufacture, inspection, testing, delivery, and commissioning of the Liquid Helium Dewar and its subsystems. Specific requirements include:
- Supply of a 3500 liters LHe dewar.
- Provision of detailed documentation as required in BSA’s technical specifications.
- Compliance with ASME B31.3 Quality Assurance requirements.
- Delivery of supporting documentation specified in technical specification SPEC-CAD-1365.
- Installation support provided by the contractor with BSA personnel performing the installation.

Additional items include:
1. A platform for maintenance access around the storage dewar neck.
2. Spare parts including valve seat seals and maintenance kits for initial operation.
