LIMS Testing and Inspection

Background
The Department of Veterans Affairs (VA) is issuing this contract to ensure compliance with the NFPA 99 Health Care Facilities Code, which mandates comprehensive testing and certification of Line Isolation Monitors (LIMs) in healthcare facilities. The goal is to maintain safety standards for patients, staff, and visitors by ensuring that electrical systems are functioning correctly and safely.

Work Details
The contractor shall perform Line Isolation Monitor (LIM) Testing and Certification at the Dallas VA Medical Center. The scope includes:

1. Conducting testing and certification by Certified Technicians compliant with NFPA 99 and NFPA 70.

2. Performing various tests including:
- LIM Functionality Testing to verify detection of leakage current and alarm activation.
- Leakage Current Measurement to identify insulation issues.
- Alarm Response Testing to ensure alarms activate during simulated faults.
- Ground Fault Testing to confirm proper grounding of the isolated power system.
- System Load Testing to assess operational stability under real-time loads.

3. Providing a Certification Report & Compliance Documentation for regulatory inspections (NEC 517 & NFPA 99).

4. Identifying required repairs, proposing them to the Contracting Officer Representative (COR), completing repairs, and performing retests upon approval.

Period of Performance
Base Year: July 1, 2025 – June 30, 2026; Option Year 1: July 1, 2026 – June 30, 2027; Option Year 2: July 1, 2027 – June 30, 2028; Option Year 3: July 1, 2029 – June 30, 2029; Option Year 4: July 1, 2030 – June 30, 2030.
