Limited-Sources Justification Sysmex hematology analyzers

Background
The Defense Health Agency (DHA), Healthcare Contracting Division-Central (HCD-C), is awarding a firm fixed price contract to Sysmex America Inc. for the maintenance of Sysmex hematology analyzers at Evans Army Community Hospital.

Sysmex America Inc. is the sole manufacturer of the Sysmex line of hematology analyzers and the proprietary reagents and supplies used by these systems in the United States. The company's service engineers are specifically trained and certified to service Sysmex equipment, with no other authorized providers available for this service. The justification for this sole source award was based on extensive market research which indicated that no other company could meet the needs of the Military Treatment Facility (MTF).

Work Details
The DHA requires the lease of Sysmex Hematology Analyzers along with all necessary maintenance, repair, supplies, and consumables for facilities at various medical groups including:

- 27th Special Operations Medical Group (SOMDG) at Cannon Air Force Base
- 75th Medical Group (MDG) at Hill AFB
- 10th Medical Group at the US Air Force Academy (USAFA)
- 21st Medical Group at Peterson SFB.

The vendor will provide all required equipment, reagents, parts, control, maintenance, and calibration materials necessary for full services. The specific analyzer being procured is the Sysmex XN-550 which offers a six-part differential analysis critical for identifying immature blood cells and utilizes advanced fluorescent flow cytometry technology while requiring less than 26 uL of blood for sampling.

The dimensions of the XN-550 are 17.72" W x 25.98" D x 17.72" H and it weighs 116.84 lbs.

Period of Performance
The contract includes a six-month base period with four one-year option periods.

Place of Performance
The services will be performed at Cannon Air Force Base, Hill AFB, USAFA, and Peterson SFB.
