Limited Sources Justification for Zero-Hop Connectivity Data Center Services

Background
The National Regulatory Commission (NRC) requires a GSA Federal Supply Schedule (FSS) sole-source follow-on to the existing sole-sourced GSA Order with Equinix, Inc. The requirement is for secure data center space with 'zero-hop' connectivity to any Cloud Service Provider (CSP) and to any Internet Service Provider (ISP). The NRC Equinix data center is an existing authorized NRC data center location which has been tested, secured and is an integral part of the NRC’s current enterprise architecture and Technical Reference Model.

Work Details
The contractor shall provide a secure data center space and host NRC network and service infrastructure with direct, zero network hop connectivity to common carrier access points, and multi-point connectivity to NRC-approved Cloud Service Providers (CSPs). This includes hosting of Government equipment at a site to serve as NRC's network edge with 'zero-hop' connections to any CSP and ISP to achieve peak network performance for NRC's hybrid environment. Additionally, the contractor shall provide additional Internet connectivity and flexible / scalable bandwidth plans, dual-homed connectivity, BGP routing, and redundant service providers.

Period of Performance
The period of performance is from July 01, 2022, to June 30, 2023, with 4 option years.

Place of Performance
The contract will be performed locally at NRC HQ in Rockville, MD.
