Limited Sources Justification for Sole Source Purchase of IBM IPLA MLC and Software Xcel   2

Background
The Defense Counterintelligence and Security Agency (DCSA) Background Investigation Enterprise System (BIES), Program Management Office (PMO) intends to issue an order on a limited source basis against International Business Machines (IBM) Corporation’s General Services Administration (GSA) schedule number GS-35F-110DA under Authority 8.405-6(a)(i)(1)(B), as only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Work Details
DCSA requires annual software licenses and maintenance for IBM IPLA and MLC products and SoftwareXcel Enterprise Edition Support. The order will include various specific products such as DB2 for z/OS, z/OS V2 Base, z/OS V2 DFSMS dsshsm, z/OS V2 DFSMS rmm, z/OS V2 DFSORT, z/OS V2 Security Server, z/OS V2 GDDM-PGF, z/OS V2 HCM, z/OS V2 RMF, z/OS V2 SDSF, Ent COBOL z/OS, IBM MQ for z/OS V9, Encryption Facil Encrypt Ser, CICS TS for z/OS V5, IBM Z NetView V6, Cl/Supersession for 2/OS - Subscription & Support (S&S), Integrator Broker z/OS S&S, WebSphere - Subscription & Support (S&S), Sterling Connect:Direct - Subscription & Support (S&S), IBM Tiv Tape Optimizer - Subscription & Support (S&S), IBM CSM for z Systems - Subscription & Support (S&S), IBM Z System Auto - Subscription & Support (S&S), IBM Z Workload Scheduler - Subscription & Support (S&S), Db2 Utilities Suite 2/OS = Subscription & Support (S&S), and SoftwareXcel Enterprise Edition for IBM z14 Model ZR1.
