Limited Sources Justification - FDOnline

Background
The Department of Commerce (DOC) has a requirement to provide financial disclosure services for the Office of General Counsel. The current contractor, HRworx, LLC, a Veteran-Owned Small Business, developed and maintains FDonline, a proprietary software used to automate the ethics financial disclosure process for multiple federal agencies. FDonline is the only available automated financial disclosure product that meets DOC’s financial disclosure requirements. It is a FedRAMP authorized COTS-product that meets all of the Office of Government Ethics and the Department of Commerce’s financial disclosure program requirements.

Work Details
The requirement is to provide Financial disclosure at Department of Commerce for the Office of General Counsel at a total cost if all options are exercised. This will allow the Office of General Counsel to accomplish their required mission objectives and meet the financial disclosure requirements. The Intelliworx Platform is a secure, cloud-based, Software as a Service (SaaS) environment which powers data collection and workflow process applications.

Period of Performance
Base - 9/24/2020 – 9/23/2021; Option Year 1 – 9/24/2021 – 9/23/2022; Option Year 2 – 9/24/2022 – 12/23/2023

Place of Performance
The contract will be performed at the Department of Commerce.
