Limited Source Justification - Thermal Body Gear

Background
The requiring agency is the 5-7CAV, 1ABCT, 3ID, Fort Stewart, GA on behalf of the U.S. Army fleet requirement for THERMAL BODY GEAR. The contracting activity is the General Services Administration, Southwest Supply Acquisitions Center, located at 819 Taylor St., Fort Worth, TX. The proposed vendor for this acquisition is Momar Inc, based in Atlanta, GA. This Limited Source Justification (LSJ) supports the sole source acquisition of THERMAL BODY GEAR distributed by Momar Inc for DH TRP, 5-7CAV, 1BDE, 3ID. The items are required to satisfy a mission essential requirement as they are non-catalogued and non-standard commercial items without a valid national stock number.

Work Details
The procurement includes THERMAL BODY GEAR (Qty. 50), which consists of:

1. A fully insulated, wind/water resistant parka with stowable hood for extreme cold conditions - Wild Things High Loft Jacket SHV (Stowable Hood Version).
- Insulation: 6 ounces of PrimaLoft® Silver Active synthetic insulation.
- Shell: 100% nylon face fabric with BALLOON 70 denier ripstop.
- Features: High collar, stowable hood, Velcro® wrist closures, shock cord hem to retain body heat.
- Weight: 2 lb. 6 oz.
- Compliance: Berry Amendment Compliant; Made in U.S.A.

2. Additional insulation: 4 oz of PrimaLoft’s new Silver Active USA synthetic insulation which is warmer per ounce than previous generations.

3. Weapons CLP Pouches for firearm maintenance - Non-toxic and non-carcinogenic wipes that clean and protect firearms in extreme conditions.
- Size: Individual Pouch Wipes are 5" x 8", packed 10 per box with 10 boxes per case.

4. A unique tool design combining prying and demolition into a single wrecking bar with an ergonomically designed handle and multiple indexing positions for versatility.
