Limited Source Justification

Background
The requiring agency is the 5-7CAV, 1ABCT, 3ID, Fort Stewart, GA on behalf of the U.S. Army fleet requirement for OCP THERMAL TACTICAL GEAR.

The contracting activity is the General Services Administration, Southwest Supply Acquisitions Center, located at 819 Taylor St., Fort Worth, TX.

The proposed vendor for this acquisition is Momar Inc, based in Atlanta, GA. This Limited Sources Justification (LSJ) supports the sole source acquisition of OCP THERMAL TACTICAL GEAR necessary for mission essential requirements in extreme cold weather environments.

Work Details
The contract involves the procurement of 236 units of OCP THERMAL TACTICAL GEAR which includes:
1. **Wild Things High Loft Jacket SHV** - A fully insulated, wind/water resistant parka with stowable hood designed for extreme cold conditions. It features:
- 6 ounces of PrimaLoft® Silver Active synthetic insulation.
- 100% nylon face fabric with BALLOON 70 denier ripstop.
- 330 denier Cordura® abrasion resistant panels at elbows.
- High collar and stowable hood.
- Velcro® wrist closures and fasteners for rank and name tapes.
- Weight: 2 lb. 6 oz., Berry Amendment Compliant.
2. **BEEZ EDC BELT** - Lightweight everyday carry belt made with laser cut laminates and American made webbing. Sizes available: Small (31”-36”), Medium (35”-40”), Large (39”-44”).
3. **IFAK Pouch** - Holds one CAT Combat Application Tourniquet or one RATS tourniquet; dimensions are 5" H x 6.5" W x 1.25" D.
4. **AR Single Pouch** - Holds one 30 round 5.56mm magazine; laser cut with GRIDLOK attachment technology.
5. **Magpul AFG-2** - Angled fore-grip compatible with most Picatinny-railed hand guards; length: 4.7 inches, weight: 2.53 oz.
6. **Bravo Stock** - Maintains SOPMOD cheek weld and includes a non-slip cushioned butt pad; weight: 9.3 oz., dimensions: Length: 7.2 in., Width: 2 in., Height: 4.9 in.
7. **Gear Sector Rail Mount QD Swivel** - Lightweight solution for stocks without integrated QD sling mount; weight: 1.9 oz.
