Description

The Government currently has a requirement for an upgraded version of the current LARS V2.3 Software for the AN/ARS-6 (v14) Lightweight Airborne Recovery System (LARS) for the HC-130J aircraft. The upgraded software will be installed onto a fleet of HC-130J aircraft. The final awardee shall provide an upgrade to the current LARS V2.3 software which will include but is not limited to making MGRS the primary/ default coordinate format, provide operator ability to input a SARSAT frequency instead of having to keep adding additional frequencies, add encryption key into LARS memory to prevent loss of keys if the system crashes or is turned off, and adding capability to store messages in memory for each survivor indefinitely, thereby eliminating the auto delete function once a message is viewed. The resultant contract is planned to have a period of performance of two (2) years as follows: one (1) year basic, with one (1) option year.

The Government requires a vendor qualified to perform under NAICS 334220, Airborne radio communications equipment manufacturing, and possessing necessary avionics design experience required to update the mission critical LARS Control Display Unit (CDU) software/firmware. The Government has determined this is not a commercial item and there are no samples available for potential suppliers to evaluate.

The Government is issuing a Single Source solicitation to:

Cubic Defense Applications, Inc.

CAGE Code: 87G32

9233 Balboa Ave, San Diego, CA 92123

The agency's minimum needs can only be satisfied by the unique services available from Cubic as identified on the design requirements and source-controlled drawings. The LARS Software is highly specialized software that is used on HC-130J aircrafts. The HC-130J expected lifecycle is through 2035.
