Lightning Protection Systems (LPS) Services & Repairs

Background
The Army Contracting Command, Redstone Arsenal – Letterkenny Army Depot (ACC-RSA-LEAD) is seeking information from industry regarding the services and repairs of Lightning Protection Systems (LPS) at the Letterkenny Army Depot (LEAD).

This initiative aims to conduct market research and identify capable sources for a future Firm Fixed Price service contract, which is intended to be awarded no later than November 30, 2025. The LPS are critical for reducing risks associated with lightning strikes to various structures within the depot.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, quality control, and other necessary non-personal services to perform LPS service and repair as defined in the Performance Work Statement (PWS).

The scope includes:
1. Testing all active LPS at least once per year.
2. Scheduling repairs within 48 hours of a reported issue.
3. Adhering to standards set forth in DA PAM 385-64 (24 MAY 2011).
4. Managing routine repairs and maintenance of integral systems (lightning rods), mast systems, and catenary systems used throughout the Letterkenny Munitions Center (LEMC).

The work will be monitored by designated personnel from LEMC.

Period of Performance
The contract will have a base period of performance of one year with two additional option years: Base Year from November 21, 2025, to November 20, 2026; Option Year 1 from November 21, 2026, to November 20, 2027; Option Year 2 from November 21, 2027, to November 20, 2028.

Place of Performance
The services will be performed at Letterkenny Army Depot (LEAD), Chambersburg, Pennsylvania.
